I would just play the dumbo/thicko and say you need them for a project to upgrade old shape RRS to make sure the colour is right. If he has a problem with this, then he has something to hide. Then turn up unshaven in an old car and say yeh man...looks ok to me, just need to check the colour out etc etc.

Looks as though its time to either etch reg numbers on all the lights or fix tamper proof security stickers to the top of them
