cannot release hand brake

hi all, my battery is flat and i need to release the handbrake, i have found the release cable underneath the centre console and it pulls but the hand brake is still on, the car has been standing for about 10 months do you think it possible the pads have seized on or does it at least need the battery to be charged. thanks

much easier to charge battery or fix a temp. one.

will do less damage.
You will also need to remove it from Park

battery is on charge and it is in neutral, will try it with battery later. thanks
