This might sound dumb so please excuse me if it does but i had a similar problem with the passenger side courtesy mirror lights and it actually tuned out to be as simple as lifting the mirror cover slightly past where it naturally wants to stop and they worked.

I don't think there is a way of turning heated door mirrors on with any cars in the Range Rover series, they just come on automatically below a certain temperature to defrost them. |

Could it just be something as simple as blown bulbs with the courtesy mirror light ?.

The door mirrors come one when you activate the rear window demister (they function this way to evaporate rain drops as well as defrost) Only the glass should be warm to the touch. |

I find that if you retract the mirrors at night (vital in a narrow London street) that they don't frost up, so that is an upside |
