Possibly, JLR were working through all the VIN's in batches to enable SOTA from their end.
Worth checking your VIN has been enabled at the server end.

do these OTA updates happen automatically for all cars, or does it have to a have a data SIM inserted in the car?
Presume you’d need either a data sim or WiFi connection. |

I've got a MY17 RRS and it's on 19B and still showing as no updates available.
Do I have to ring the garage to get it activated for SOTA? |
