Gearbox neutral.

Good morning, I have discovered this and wanted a bit of feedback from the more experienced on here. As you can see the bracket has been brocken but the cable which I believe should be attached to a lever on the gearbox, has no tension. I have pulled it 2-3" but no further. Any thoughts would be appreciated. Thanks.
