My dear mother has had her handbag snatched with her 2016 keys inside, the car is now at a different address because there was probably some sort of paperwork in her bag with her address on.
Ratstones quoted £700 for a new module and reprogram of an original key in 5 days.

Does this sound right? Or are there any other options?

Sorry to hear about your mother and hope she is ok.
I think, if you have a Gap IID tool you can remove keys and reprogram new ones.
If you don’t have a Gap IID tool, I’d consider getting one as it will cost you about £450 plus a new key for about £100 and you’ll still be able to do so much more with the Gap IID such as check/clear faults, change factory settings etc.

A Ghost immobiliser costs £450, fit one regardless to how you progress with this.
my fitter a few weeks ago said they will soon be in short supply as they come from Russia, how true that is I dont know

Thanks for the info chaps, after looking into the Gap tool, it will code new keys but won’t delete the old ones.
