Lower tailgate fault

Anyone had this ?
I have always used the key fob to open the lower tailgate but today it decided to open the top section instead.
I tried to open the lower tailgate manually with the button but it wont open there's no noise or clicks the only way I can open it is by pressing the lock/unlock buttons on the dash for 3 seconds.
As the actuator is working from the dash is it an electrical problem, a wiring problem or what ?
