Strange sea creature

Can anyone help to identify this "fish", spotted in North Somerset on sea wall?
Very dead
Approx 2 feet long, spikes along its tail...

Probably a skate that has had the edible bits removed. 2012 SDV6 - it's missing a couple of cylinders
2008 TDV8 - it was a labour of love and is much missed
