You can see the fan assembly if you drop the lower glovebox  by pressing down on the supporting arms. Look online for a video on changing the cabin filter to see how this is done. I'd guess any ballast resistors to control fan speed are incorporated in the HVAC unit. There is a self test routine for the HVAC  you can invoke: searching the site should find the instructions. 2008 MY Java Black TDV8 HSE
