What is the purpose of the black stick on parts that make the lights look like they've got mascara on? They look odd in my opinion watched a YouTube video of someone sticking them onto their front and rear lights and couldn't help but think why....

for driving abroad. Restrict the main beam light "throw". Are they still legal?============
