Thank you for sharing your dilemma about your good friend and we empathize with your inability to convey your very worthwhile message to him. We suggest that in order to converse with him you speak slowly and only use words of one syllable.
It is obvious from his ramblings that, amongst his many problems, he has a fixation with your penis. This is probably just a phase he is going through and in our opinion does not need any corrective action,on your part, as he most likely will grow out of it.
He also mentions his frustration at not being able to contribute to the common good by paying congestion taxes. We suggest that he make an equivalent contribution to a suitable worthwhile organization such as the Communist Party.
