Headlight flickering and now in/op

Noticed my o/S headlight flickering slightly the other day when I was in front of the car, tonight on the way home it started doing it more obviously and it was off completely when I got home. I tried them again and the bulb illuminated for a split second before going off again. Am I right in thinking this is more likely to be the ballast rather than the bulb.
