United States 2006 Range Rover Sport Supercharged Java Black
Headlights

I just got some new headlights installed and my passenger headlight is pointed a good amount lower then my driver headlight. Is that normal? I don't remember if it was like that before.

This is a fairly common problem after the lights have been changed. It is caused by the light unit not properly engaging into it's mounting lugs, in particular the top lugs near the grille. Have a look at the clearance between the lower edge of the light unit and your bumper. If one light has a lot less clearance or is even sitting on the top surface of the bumper (and the bumper has not been damaged ) then I would be checking that BOTH lights are properly engaged.
Your owners manual explains this process well, in the bulb changing section. A further note: it is possible to lift the tags too far when disengaging the lugs ie. you can overshoot the release holes and the light will remain engaged.
Obviously if this doesn't work then it may just be that the new unit needs re-aiming.
