DVLA - WTF?

I'm sure there is a good reason for this... but why will the DVLA refuse to allow one to transfer the numberplate of a car re-imported back into the UK and therefore assigned the cherished plate that was on it at export?

It says on my V5 that I may not transfer the number.... 2022 P440e AB
