BKHK - No, AFAIK the safety chain attaches to one of (or both in cases where there are two chains) of the small d rings (that come with the tow kit), and these are attached to the loops just either side of the tow bar as shown in this pic.

The 'big centre ring' between the electrics is the rear recovery point for the RRS.
