Fog light surrounds mods

purchased fog light surrounds. Unfortunately they are OEM fit.
I wanted the 3M applied ones. Sad to say was sent wrong ones no reply from seller.
Can i fit them without removing bumper?

should say 2017 L494. Love command drive position
