Where are those measurements from, the knot to the fixed end or the length of rope required to assemble the noose... Question

Also I always thought a noose had 13 rings on the shank as it was 'unlucky' for the recipient, I noted Saddam only had 7... I was never sure how not having 13 could give you a 'lucky' noose though... Rolling with laughter Rolling with laughter
