Are these not locked to a particular car? Unless they spent more on a unlocked version

So far the only msv2 user I've found who has a licence for RR Sport is Pete at Bellautos, but he's in North Yorkshire! If anyone finds one "down south" I'd like to know as I also want to get my CCF file reconfigured  2010 TDV6 SE Nara Bronze
