Society over here has put the hoon laws in place to stop sections of our, mainly male, youths from annihilating themselves.
These bogans (~= chav) congregate in certian favoured areas, Fitzroy Street St Kilda, being one. The unfortunate thing about areas like this is they occasionally take out a real person that is innocently going about their own thing.
The bogans generally don't drive cars as safe as the Merc; but tend to be in one of the locally made Holdens (GM) or Ford of a quiet senior age, dressed up with odd looking plastic spiolers and other lets say, bits.

The hoon laws are there to protect these people from themselves.

On the other (my preferred) hand. There is Darwin's laws. --------------------------------------------------------
