Air vents blow at different levels and temps? Anyone else?

I'm gonna take my 2006 RRS to the stealer but before I do here are the issues I am seeing:

1.I crank the heat up, the resulting air through the center dash vents are warm, the air through the side dash vents is much cooler. why the big difference?

2. I set the fan to blow at the face only, no problems, air is whizzing out. Then I select to blow at the feet also, the air to the face almost dies away to nothing whilst the air to the feet is blowing like a force 10 gale. Same if I select Face and Front window.

Is this normal?
