Changing VED rates isn't retrospective (or retroactive for that matter) any more than changing income tax rates or domestic property rates is. It simply means what you earn, own or do in future gets taxed at a higher rate than it did last year. I can see how it feels like a decision you made in the past (to buy a car which is now in a higher VED bracket) feels like the cause of a higher tax payment in future, but surely that is the same as tax increases on what house you bought or even job you took in previous years. A truly retrospective tax is one that makes you owe HMR&C more tax today for a transaction that took place in the past. Rarely happens.

Anyway, thats irrelevant. Personally I was fearing far higher rates of tax (VED, purchase tax, fuel duty etc) than the budget has actually dished out. It feels to me like its the mid range family saloons that are getting the biggest / most surprising hit here, certainly as a percentage of their value (or even dare I say as a percentage of their owners value). Mind you, I expect many other costs of running a vehicle in higher rate brackets will follow the principles of the VED scale. That will include parking, congestion charges, tolls and all sorts of other motoring costs.

And finally, I think we should petition the government that Tim should pay les VED than all of us. Lets face it, he only uses his car 6 months a year and when he does he achieves 50% greater MPG than I seem to be able to do so.  RRS TDv8 HSE Rimini
