Neutral release cable?

While checking out the downpipes on our 2017 RRS AB 5.0L SC, I found a couple of cables broken...would I be right in saying it's the neutral cable release?

I know the release is in the cup holder, but if the cable were jammed, maybe snipping them would do the job?
