diagnosing the PCV

so in my teardown of the intake manifold i noticed there was quite a bit of oil.

so my pcv valve is the obvious problem, i took it off, then whether i stucked or blew on the top nozzle where the manifold plugs in nothing occurred. if i suck on the bottle nozzle which goes into the valve cover then it shuts.

is it working as its supposed to?

edit:

i did buy this sucker from LR themselves about a year ago. so it seems a bit odd it would die after only a year.
