Best way to cover and protect a brown corner.

Hi all,

I have a very small brown corner near the boot but seems to be very light and only on the surface. The black paint hasn't bubbled there or lifted yet. Does anyone know how I can best treat this before it turns into deeper and more embedded surface rust?
