P0033-Turbocharger Control Valve of Turbocharger Malfucntion

Hi,
I need some advice on a fault I've got on my Range Rover Sport.

I have a 2011reg Range Rover Sport Autobiography 3.0D.

I had a specialist come to my house last weekend to re-map my car. During this process he couldn't remove a fault when he plugged his laptop in. The fault code is P0033 - Turbocharger Control Valve of Turbocharger System Malfunction. There is no lights or messages illuminated on the dashboard. The car does seem a little sluggish and the mpg is a bit lower now.
I've taken it to a local garage and they have advised that to gain access it would require the entire chassis to be removed. The garage have specified that they wouldn't do it and I would have to go to Land Rover.

Does anyone have any advice on this issue? I there another way around not taking the chassis off? The car has only done 52k so I am surprised if the turbo has already gone!

Anyone's assistance on this would be greatly appreciated.
