Brake pedal issues

For some reason when I brake the pedal seems soft and as though it's down to the stopper, I've changed the master cylinder and it's still the same and I've also had them bled up by a Land Rover specialist. It seems to be when braking downhill, as though you get the feeling that your braking in heavy snow if that makes sense. It just won't stop downhill and it feels like the pedal is juddering. Anyone have any ideas? Two garages have said there's nothing wrong with it and my last resort would be to take it to the dealers as they want a fortune just to diagnose! Any ideas what could be causing this would be much appreciated!
