Winch Attachment - Spring Loaded Pivot Arm

Was looking through an old copy of One Life - a Land Rover publication - and came across this photo from one of the rainforest challenge events:

just wondered if anyone had seen this in use before or indeed if their primary purpose is just what it is being used for - keeping some tension of the winch rope and perhaps making it easier to get to?

i would imagine its a PTO winch, so not so easy to control and the device keeps the line tension and easy to reach as you say. Thumbs Up Bodsys Brake Bible
