Information bar at top of pages (as on Disco3.co.uk)

Just seen a little info bar on disco3.co.uk that reads Getting smoke from under the front bumper on cold days? Read about the fuel burning heater (FBH), with a link to a info thread.

Would this not be a good idea for this site? Would stop the hundreds of posts about the same things.

Not just on this subject tho could be changed at times.
