Cat D means its already been written off and repaired. However, it is perfectly reasonable to do this and it is also conceivable that the current owner does not know of the cars history (unless he was the person who wrote it off in the first place). I would have said that the responsibility for that kind of information lay with the Insurance company, not the owner.
In applying for insurance recently I was not asked whether the vehicle had been previously written off. It only asked if the vehicle had been modified, which in the case of a Cat D repaired car could be no - its not been modified its been repaired.
