Solved
The main wheel was fine. I had to replace the heater control unit inside that attaches to the back inside of the wheel. Good thing I had the old wheel still.

Ok. The fuse is good.
If I get low ohms from the element, then is it safe to assume it's the box that generates the signal?
Any other ideas? |

| Yes it was the aux radiator. It had a small leak at the bottom of the core. Easy to replace just hard to get to. |

$954 later and my S/C is back in commission.
It ended up being the intercooler radiator and coolant tank sensor.
