Because Chex they have much different legislation than the ROW so they are always completely different cars
Some manufacturers even have change of engine to the European models
You would have a shock if you parked a South African Ford Fiesta or Escort next to European spec
they also have much slacker emission laws -no cats etc

It probably looks at road speed as well as gear position
