Front timing belt

Hi all.
is it normal for the cam locking pins to be tight after fitting the belt tensioner and re tightening the cam sprocket bolts..
I have locked the flywheel but I can move it a fraction and they loosen up enough to get them out.
Is this normal. I need to get this back together before I forget where it all goes.

Hi all project nearing completion I seem to have what I believe is a vacuum pipe with no home anyone with an idea where it fits.

Doesn't that connect to the air filter box below the air flow sensor at bottom left of the photo? 2012 SDV6 - it's missing a couple of cylinders
2008 TDV8 - it was a labour of love and is much missed

Thanks for your help with that. I can't believe I couldn't see it. Hopefully I'll have it all done over the weekend and if all goes well I have a 2.7 discovery to do next. I reckon it's taken around 30 old man hours to do the front and rear belts.
