I thought the headlight wash relay was under the bonnet, but will have to check tonight

I was wrong.

Relay is built into the computer in CJB.

Check large fuse 7 under bonnet 30A

check Fuse 28 behind glovebox, but this may do other stuff too.

Recommend you check the pump, connecting it to a battery (correct way round)

Wales 2013 Range Rover Sport 3.0 TDV6 HSE Fuji White

I had the exact same issue, fuses were all ok however the headlight washer pump ( which is separate )was totally seized through corrosion, replaced it and all ok.

front bumper off for the easiest change, however knowing where t was from a previous job I was able to contort my arm u from underneath and change it through feel alone....
